A new inductee into the Idaho Section Hall of Fame
Following a military career of 25 years in both the enlisted and officer corps', John Cline retired from the U. S. Navy in July 1993 with the rank of Lieutenant Commander.He was the Navy's first designated Physical Security Officer (649X) with responsibilities for military law enforcement, physical security, antiterrorism and emergency management programs at naval facilities throughout the Southwest Region of the United States, the Caribbean, Western Pacific and the Persian Gulf, both at sea and ashore.He is a graduate of the FBI National Academy (140th Session) and numerous antiterrorism, law enforcement and emergency management schools.He has a Bachelor of Science Degree in Workforce Education and Curriculum Development, and a Master's Degree in National Security Studies: Homeland Security and Defense.
As the director of the Idaho Bureau of Disaster Services from 1995 through 2003, John coordinated the State's disaster mitigation and preparedness programs and response and recovery operations to overcome the effects of fire, flood, ice and snow emergencies, landslides that cut off roads and isolated cities, and the escape of lions, tigers and hybrid wolves from a self-styled wild animal park. He directed the State's response and recovery for over 50 local disasters, 25 state-declared major emergencies and disasters and four Presidentially-declared disasters leading to physical and economic recovery of numerous communities throughout the State of Idaho.
John has over 40 years of combined service in antiterrorism, emergency planning, and response and recovery operations as a firefighter with the U.S.Forest Service, civilian and military police officer, and as an emergency manager. He is nationally certified by the National Coordinating Council on Emergency Management and the International Association of Emergency Managers. He is a licensed radio amateur (W5USN) and a volunteer radio operator in the HF Auxiliary of the National Communications System.
He served as the ARRL Section Manager for the San Diego County Section in California, after having held numerous different section-level and ARES positions. He was the ARRL Section Manager in Idaho until work, school and health conditions diverted his time. He retired from public service in 2005.
