    Hello West Virginia Amateur Radio Operators: October seemed to busy month for WV amateur radio operators. Several amateur radio clubs and/or organizations were involved with SET activities during the October 3- 4, 2009 weekend. Don't forget to send in those reports to ARRL HQ. Then along came the Wood County Hamfest in Parkersburg on October 10th, which was a success even though the day was rainy and overcast. Here in the Charleston Area, the Kanawha Amateur Radio Club (KARC) participated in the BSA JOTA event on September 17. Several of the KARC members supported the Scouts with completing the Radio Merit Badge as well as being able to making several contacts. As we move along in the month, the West Virginia State Amateur Radio Council (WVSARC) fall ARRL WV Convention Planning meeting for the Mill, August 21, 2010 was held on October 24. You may want to visit the http://www.qsl.net/wvsarc/ for meeting minutes and DRAFT schedule of events. All WV Amateur Radio Operators are members of the WVSARC and hopefully will find time to help with the planning.

    I can see by the number of NEW and UPGRADE amateurs, that many VE Testing Groups are very busy throughout the State. This also means that the WV Clubs/Organizations are busy providing support. As you will note by the ARES® Report further in this report, there are many ARES® organization extremely busy with activities. My ears on the air, keep telling me that everyone is very happy to see the great weather we have had for the past couple of weeks. Lots of antenna repairs, new installations of antennas and checking radios. Although I have said that many of you may feel that the amateurs of WV are not active, it would not seem that way; however, plan to share what you are doing in your community. Send information to ka8zgy@arrl.org. Be an active amateur radio operator, support you community by attending a local club, participate on local and NTS Nets, join the ARRL and be a mentor for new hams.

    At the very end of September a broadband conference was held in Charleston, among those looking to improve the speed of Internet connectivity in West Virginia. It is well know that not only does West Virginia trail most of the U.S. in high speed connectivity, the U.S. trails most of the industrialized world in connectivity speed. Nevertheless, there was no discussion of BPL at the conference. There seems to be a general (but unacknowledged) understanding in the "industry" that the costs and problems just don't justify BPL implementation at this time.
    As an ARRL Volunteer Counsel I was recently contacted on behalf of a Fairmont (Marion County) amateur radio operator who had been told that Fairmont prohibits ALL tower, and perhaps antenna installations within the municipal limits. The amateur in question received this information from another amateur who claimed to have talked with Fairmont City officials. I have not been able to verify that this information is correct. I would like to hear from any amateurs in Fairmont as to whether you have encountered this problem. PRB-1 would appear to prohibit this position, as would the West Virginia statutes requiring reasonable accommodation of amateur radio. Note that PRB-1 and the West Virginia statutes DO NOT apply to homeowner associations.

    HAPPENINGS IN THE UPPER KANAWHA VALLEY:
    It is with deep sadness that I announce the passing of Bob Hess W8VIF. Bob was active on all the local nets and helped out where he could.
    Thursday, November 12th is the EOAWA meeting at the Belmont County EMA Bldg. at 7:30.
    We have been asked to work the Wheeling Christmas Parade. It will be next Friday November 20th. I do not know too many details yet, but we usually meet at St. Al's Church (across from the Wheeling Fire Dept. headquarters) around 5:00pm. If you can help out please let me know. So far I have KC8FZM, WB8CTC, and N9GAB (maybe). Thanks!!! The Northern Panhandle Amateur Radio Club meeting will be held after the parade at the Wheeling City County Bldg. All are welcome.
    This Thursday October 8th is the EOAWA meeting at 7:30 at the Belmont County EMA building by Belmont Tec.

    Comments:

    ** Bob Lucas, AF4PQ, DEC District 10, ARES/RACES Net Manager, reported the Monthly ARES/RACES Net was held on October 1st, and it was in operation for 19 minutes. There were 22 check-ins, representing 7 Districts, but only 14 counties. There was no traffic handled, and one Out of State station that checked into the net. The Net Control Station was Ann, KA8ZGY.

    ** Mark Cook, KD8LWD, EC Wyoming County, reported that since he has just taken over the position of EC, he's just getting his feet wet. He hasn't been able to get any ARES members yet, but he will keep trying. The biggest problem in Wyoming County is that most of the Amateurs work in the coal mines, working 10 to 16 hour shifts 6 to 7 days a week. Mark tries to monitor his radio 8 to 16 hours a day while he's working, either at the house, or when he is in his truck. The only time he turns his radio down is when he's sleeping. Mark keeps his home and station ready for most emergencies by having a generator and 15 to 20 gallons of gasoline. He keeps fresh gas by using the older gas in his truck and refills the gas cans. Where he's located, he's able to hit repeaters in Ohio, West Virginia, Virginia, and Kentucky. He helps the Amateurs in Logan County when he's not needed in Wyoming County. The main repeaters that he uses are the Logan County repeater on 146.970 MHz, and Bolt Mountain repeater on 145.170 MHz. I got a very lengthy message from Mark which enlightened me on why there's very little Amateur Radio activity in that part of the state. With all of the hours they work, they don't have much time for anything else.

    ** Lester Shields, K8LES, EC Hancock County, reported there's not much going on up his way. But I did get a report there's a group of Amateurs forming up to support the Public Safety agencies in that part of the state. Maybe Les will be able to report on it before long.

    ** Bob Hanson, AF8RH, EC Putnam County, reported The West Virginia Amateur Radio Inc. is very active in providing public service. They have been providing communications for the Annual Putnam County Homecoming for the past 30 years. In January 2010 it will mark 30 years of the longest weekly ARES information net. Bob says they are constantly training Amateurs in ARES, Bob maintains the only Packet Radio system for Putnam, Mason, Wayne, and Cabell Counties, getting well into Ohio and Kentucky. He says they lead the area in Skywarn for National Weather Service in Charleston. They hold two 2-Meter nets a week, and have an average of about 320 check-ins per month. Bob says that he has completed ARRL Levels I, II, and III courses. He says that he has been participating in the weekly State Wide DAREN (Digital Amateur Radio "Emergency" Network) Net for the past 13 years, with more than 645 check-ins. It won't be long before Bob will be getting another DAREN Net Participation Certificate. Certificates are given for every 50th check-in to the DAREN Net.

    ** Ronnie Childress, KD8HBO, EC Mercer County, says the weekly ARES Net has been going very well. There has been good attendance for this time of the year. He says that he will holding the first ARES meeting at the Bluefield, VA., Pentecostal Holiness Church on Thursday, November 19 at 7:00 pm. This will give all the members a chance to meet face-to-face. On October 17th, the ARES group participated in the JOTA (Jamboree On The Air) for the scouts. It was held at Camp Roland in Bastian. He said that 75 scouts attended and had a great time on the radio.

    ** Tom Martin, KF4TNX, EC, Hampshire County, reported that he checked into the SET Drill which was conducted in his area. He represented the Hampshire County Office of Emergency Services, at their request.

    ** Ron Wilson, K8RWW, DEC District 5, EC Barbour County, said this is his last report. Ron says due to health problems he must resign from the duties of EC and DEC. He says there hasn't been any activities in the Barbour County in October. Ron says he has no recommendations for a replacement. If anyone would like to take over the duties as DEC for District 5, and EC for Barbour County, please contact Ken Harris, WA8LLM, SEC, at wa8llm@yahoo.com.

    ** Tim Greene, N8UHG, EC Raleigh County, says the Raleigh County ARES/RACES/SKYWARM regular monthly meeting will be on Tuesday, November 17th, at 7:00 pm. The meeting will be held in the Amateur Radio Room at the 911/EOC Center. Tim is also looking for someone to take over the Net Manager duties for the 7:00 pm Monday ARES/RACES Nets. The Net Manager will schedule the NCS for each week, collect reports from the NCS for each net that's operated, prepare a monthly Net Report, and sent it to Tom Jones, N8NMA, at n8nma@suddenlink.net by the 5th of each month.

    ** Keith Johnson, N8IKT, EC Lincoln County, says all is well in Lincoln County. He is just waiting on hunting season to open up. He's also hoping to get their repeater working better.

    ** Paul Whited, KB8YZT, EC Kanawha County, says they have moved the Kanawha County ARES Net from the first Sunday of the month to the first and third Thursday of the month. The net starts at 8:00 pm. He says the participation has been minimal. In October they had six check-ins on the 1st, and four check-ins on the 15th. Due to the low participation of moving the net, they are going to move the net back to the first Sunday of the month, starting in January. Paul says the group has been working on improving their radio room at the Kanawha 911 Center. He says it will be a great improvement when completed.

    ** Charles Hardy, KD8HWX, DEC District 7, EC Fayette County, reported the ARES group is moving their radio room within the Emergency Operations Center. He will let us know when the move is complete.

    ** Terry Mills, KC8TUE, EC Wood County, reported some of the members of the ARES group set up a JOTA station on October 18th, at the same site they use for Field Day. There were only two Boy Scouts and one Cub Scout that showed up even though six Boy Scouts showed interest in the activity. Terry said the Hamfest they held on October 10th, was a success, and the group is already planning to hold a Hamfest on October 9th, 2010. The location will not be the same, but it will have more room for inside vendors, outside vendors, and parking. It will be easier to find. Terry says to watch the WCEC website; www.wc8ec.com for information about the Hamfest. He would also like to have those attending the 2009 Hamfest, go to the website and fill out the survey. Terry says there is an exercise in the planning stages that will be held on December 17th. The exercise is to test out the Command Posts of each of the hospitals in Region 5. Communications for the first half of the exercise will be operated using Landline and Cellular telephones. Communication for the second half of the exercise will be provided by Amateur Radio, and any other radio systems that may be available. Terry said the Wood County Emergency Communications group has been working close with the Wood County Health Department, who is starting to establish a communications trailer. The group has acquired a $9,000 grant to purchase several pieces of communications equipment, a lot of which is Amateur Radio.

    ** This SEC has been busy this month with our, not so good, Radio-A-Day Give Away raffle, JOTA, Hamfest, and several short meetings. I also attended Local Emergency Planning Committee meetings in Pleasants, and Ritchie Counties. I was an observer for an LEPC disaster drill held in Roane County. I want to thank all of those who send me reports and comments each month. It allows everyone who gets these reports know what is going on in the state. Please keep them coming. If you haven't sent me a report for awhile, send me something so that I will know what is happening in your county, or district.
