Report of the Volunteer Resources Committee
to the ARRL Board of Directors
January 16 -- 17, 2004

The VRC has continued to meet throughout the second half of 2003 via monthly teleconferences. One in-person meeting was held in Dallas in November.

Follow-on activities from the Field Organization Evaluation Report have been tracked. Some of the items of interest to the VRC have been:

  1. Speakers bureau implementation
  2. Section Managers Training
  3. Section Emergency Plan submittals

Also of interest is the progress on the implementation of the recommendations of the Field Organization Evaluation Report as mandated in Minute 29 of the July 18-19, 2003 Board Meeting minutes.

With the appointment of the Ad Hoc committee (aka ARESCOM) to develop a comprehensive program to enhance the current ARES emergency communications capability (Minute 25), the VRC has been monitoring the progress of that committee under the chairmanship of Vice Director Dick Mondro. The VRC has responded to a set of inquiries from ARESCOM. Chairman Mondro will be submitting a separate report on the progress of ARESCOM at the Board meeting.

Following direction from the Board at the July meeting, the Public Relations Committee resolicited nominations for the 2003 Philip J. McGan Memorial Silver Antenna Award. Three (3) new nominations were received and Tim Lewallen, KD5ING, was selected by the Public Relations Committee as the recipient. Mr. Lewallen's selection was approved by the VRC and forwarded on to the Board where it was formally approved.

The majority of the efforts of the VRC has been focused on fulfilling Minute 56, two (2) viable options for a volunteer mentor program. The results of these efforts will be submitted in a separate report to the Board.
