What would be the best size coax for low wattage>25 watts?

RG-58 and RG-8X will handle 25 watts at UHF, but the losses of the thinner cables may be excessive if the cable run is long. I wouldn't worry too much if you are just trying to hit nearby repeaters, but as a rule of thumb, when you have a range of nearly 100 miles, it often doesn't take that much more to extend the range. On the other hand, if your range is more like 10 miles, it is a pretty tough to make much of an improvement with better coax.
