KJ7YYI here. I run a weekly Neighborhood Radio Watch GMRS NET in our community to introduce folks to two-way radio. This effort has inspired several members to become Amateurs including one family that found it to be a great roadmap for teaching their autistic son. However, they have run into a roadblock. I will let them explain in a letter they recently posted on our community Groups.io page.

Hi all, you may know me as WRUN618 every Saturday night on the P/S weekly net. You may not know my son RJ who is autistic that is homeschooled on the ESA Program. Because he is high functioning we have been trying to find interesting methods to engage him with his learning. Recently (well, in May) we submitted a Radio Frequencies curriculum to teach him everything from history of radio, the electromagnetic spectrum, AM vs FM, digital vs. analog, frequencies, antenna design & tuning. We thought we had a great, broad range of math, science, history & communication skills. Well, the ESA program had a different idea. After approving the curriculum and reimbursing part of the required materials, they have now denied ALL subsequent required material purchases stating that they are considered the "Audio Equipment" part of the disapproved item "Home theatre and audio equipment". If you feel like I do and agree that home theatre systems receive and reproduce existing audio and video signals whereas amateur radio equipment transmits and receives radio signals, often requiring assembly, technical understanding, and operational licensing then I have a request. I've setup a change.org petition as well as have an e-mail template on my website to copy/paste into an e-mail and a list of e-mails to send it to for my upcoming public hearing with the AZ Board of Education on Monday, Dec. 9th. Please send this to anyone you think may help me show that a FCC licensed amateur radio operator and their equipment is NOT the same thing as "audio equipment" and has a significant place in education. I appreciate your help and support. Thank you.
