Thank you for writing to AAA again about its participation in the Land Mobile Communications Council's (LMCC) spectrum allocation petition, RM 9267. Sometime near the end of June, 1998, AAA sent the LMCC secretary, Mark Crosby a notice asking the LMCC to file supplemental comments with the FCC withdrawing the language regarding the amateur radio frequencies. Crosby's staff associate responded that other LMCC members had inquired about the amateur radio operators concerns and the LMCC officers had decided not to file supplemental FCC comments to change the petition's language. The decision was based on the perception that to change the language now could undermine the rest of the petition. I was told that the LMCC would not continue to actively seek access to the amateur radio spectrum, and would forfeit that language during FCC negotiations in exchange for more important spectrum allocations (Within the LMCC there are members that support the strategy that one should ask for everything and then bargain away part of it in order to get what is really needed. That is what the LMCC was doing when it included the amateur radio spectrum in the plan).
The ARRL has been successful in gaining support for the amateur radio operators from APCO and NTIA. With this high level of support and the LMCC backing off the issue, it is doubtful that the FCC would ever agree to that portion of the LMCC petition addressing sharing with amateur radio operators. Unfortunately, AAA cannot exact a reversal of the LMCC language because there is not enough support to win a vote on the matter.
I thought I had E-mailed Mr. Sumner with this Information at the same time I responded to an inquiry from Paul Staudt, another amateur radio operator. I'll copy Mr. Sumner with this letter and your AAA club. I apologize for the lag in response, but I thought this information was available on the American Radio Relay League's WEB site.
